DHS- Housing Assistance Program

Our Housing Assistance Program is dedicated to supporting income eligible individuals and families in our community who are homeless or at risk of becoming homeless. We aim to provide financial aid and resources to help low-income households secure permanent housing or maintain their current living situation, offering a pathway to stability and security.

How We Help

Our program offers financial assistance to eligible applicants in the following ways:

  • One month’s rent, mortgage arrearage for home and trailer owners, and rental costs for trailers and lots. Assistance is provided once within a 12-month period. Clients are eligible in a 24-month period for a maximum of $1000 for adult households and $1500 for households with children. 

Program Limitations

To ensure we can support as many individuals as possible, we have the following guidelines:

  • Clients must have sustainable income to pay the rent in the future or have no income but have reasonable expectations for sufficient income in the next 90 days to maintain rental agreements. 
  • Assistance is available once every 12 months.
  • We cannot provide aid to prevent eviction from subsidized housing.
  • If you have previously received rent assistance from us, you must successfully complete case management before being eligible for additional help after a 24-month period.

HAP Definition of Homelessness

  • Reside in group shelter; domestic violence shelter or needs to escape a home because of domestic violence; hotel or motel; mental health, drug or alcohol facility; jail; halfway house; hospital with no place to reside.
  • Have written verification they are facing, or children are already in, foster care placement solely because of lack of adequate housing.
  • Live in a doubled-up arrangement
  • Live in a condemned building or housing which presents life and or health threatening conditions.
  • Live outdoors or in a car.

Case Management

Anyone receiving rental assistance regardless of funding source, will be required to participate in Case Management. However, clients do not need to receive rental assistance to participate in the program.  Anyone seeking budget counseling, information about tenant/landlord rights and responsibilities, life skills or home management may attend these sessions.

At the time of your appointment you MUST provide:

  • Photo Identification for ALL household members 18+
  • Proof of ALL household income from past 30 days
  • Social Security CARDS for each household member
  • Emergency Shelter Allowance (ESA) approval
  • Denial letter from DPW
  • Proof of household expenses
  • Proof of ability to pay rent in the future

To Prevent Eviction

  • Eviction notice or mortgage late notice
  • Completed and signed landlord letter
  • Proof balance has been obtained if the amount is more than CAPCC can pay

First Month’s Rent

  • Lease, if available
  • Completed and signed Landlord Rental Agreement
